Dr. Balbir Singh is Ph. D. in Chemistry from Aligarh Muslim University, Aligarh. He started his professional carrier with MECON Limited (A Govt. of India Enterprise). In MECON he was involved with the preparation of Environmental Impact Assessment and Environmental Management Plan (EIA & EMP) reports. He was NABET accredited EIA Coordinator (EC) in Thermal Power Plants and Oil & Gas transportation pipelines Sectors and Functional Area Expert (FAE) in Air Quality Management, Water Quality Management and Solid and Hazardous Waste Management. He superannuated from MECON as Head, Environmental Engineering Laboratory. Presently working as ‘President’ in Envirotech Instruments Private Limited, New Delhi, a pioneering manufactures of indigenous air quality & emission  monitoring instruments. ​
